We have a chimney liner cap that is deteriorating. I’m hoping for a DIY (do-it-yourself) solution, since we’re selling the home soon and wish to reduce expenditures.

Is it a brick or masonry chimney? If so, you could replace it with something similar to what is there. That would be a low-cost replacement a few hundred bucks (and/or even a do it yourself job). It won’t last 40 years, but it will last 15 to 20 years.
The correct way would be a replacement. About three inches thick that overhangs the brick, with a drip ledge unit. But that will cost more, by a contractor.
